Chantilly, VA (September 24, 2026) —ECS Group of Companies (ECS) is pleased to announce two executive leadership appointments effective September 22, 2026: Leo J. Titus, Jr., PE, has been named Chief Administrative Officer (CAO), and Salvatore “Sal” Fiorentino, PE, has been promoted to Chief Operating Officer (COO).
Leo J. Titus, Jr., PE — Chief Administrative Officer
Mr. Titus has been a member of the ECS team since 1997 and has served as chief operating officer of the ECS Group of Companies since January 2021. Prior to this role, he led ECS Mid-Atlantic, LLC as subsidiary president beginning in 2008. He brings more than 35 years of experience in geotechnical and construction materials engineering, special inspections and environmental services, along with more than two decades of senior executive leadership experience. Mr. Titus holds a Bachelor of Science in civil engineering from Clarkson University, a Master of Geotechnical Engineering from the University of Maryland and an MBA from the University of Mary Washington. His leadership and professional affiliations include serving on the ECS Board of Directors and Clarkson University’s Construction Engineering Management Advisory Board, where he also serves as an adjunct instructor. He is a past president of the Geoprofessional Business Association (GBA) and was elected a GBA Fellow in 2025. He also serves on the Cognia Virginia State Advisory Council.
The CAO is a newly created executive role designed to unify and scale the business functions that support ECS’ continued national growth. In this role, Mr. Titus will report directly to President & CEO Tony Fiorillo, PE, SI, and serve as a core member of the executive leadership team, bringing cohesive strategy and shared standards to business development, marketing, recruiting, HR, real estate, construction management, asset management, training, M&A, risk management, and workforce development as the company scales through both organic growth and acquisition.
Salvatore “Sal” Fiorentino, PE — Chief Operating Officer
Sal marks his 25th year with ECS in 2026, having most recently served as Subsidiary President of ECS Mid-Atlantic since 2021, where he oversaw operations and strategic growth across the subsidiary’s offices in Virginia, Maryland, Pennsylvania, and New Jersey. Prior to that, he served as Northern Regional Manager for the Mid-Atlantic subsidiary. Over his career, Sal has managed hundreds of geotechnical and construction materials projects, including field investigation programs, engineering analysis, and construction testing services. Sal holds a Bachelor of Science in Civil Engineering Technology from the Rochester Institute of Technology, a Master of Science in Geotechnical Engineering from the University of Maryland, and an MBA from Mount St. Mary’s University. He is a licensed Professional Engineer and a LEED Accredited Professional.
In his new role, Sal will oversee the entire operation of the organization, working toward the achievement of established policies, goals, and operating objectives. He will collaborate on organizational strategy and guide and mentor subsidiary-level executives. He will report directly to President & CEO Tony Fiorillo and provide regular progress reports to the Board of Directors.
