Mid-Atlantic Subsidiary Announces New Regional Managers

We are pleased to announce recent promotions within the Mid-Atlantic subsidiary leadership team.

Bryan Layman, PE, LPSS, AOSE, LEED AP, has been promoted to Central Regional Manager and Senior Vice President. A member of the ECS team since 2002, Bryan has served as Office Manager of the ECS Chantilly office since 2015. His areas of expertise include consulting services related to the design and construction of roadways, utility systems, bridges, low- and high-rise structures, retaining systems, stormwater management ponds and other types of structures, providing services for both private and public sector clients. He has often served as Geotechnical Engineer of Record (GER), Structural Inspector of Record (SIR), Third Party Inspector of Record (TPIR) and Special Inspections Engineer-of-Record for those projects.

A licensed Professional Engineer in Virginia, Maryland, the District of Columbia, West Virginia and North Carolina, Bryan earned his Bachelor of Science in Civil Engineering with a Geotechnical Emphasis from Virginia Polytechnic Institute and State University. He is a Licensed Professional Soil Scientist and Onsite Soil Evaluator – Master Alternative as well as a Leadership in Energy and Environmental Design Accredited Professional (LEED AP).

Mr. Layman currently serves as the Vice President of the American Council of Engineering Companies (ACEC/MW), is on the Board of Directors for ACEC National’s GeoProfessional Coalition, is a member of ASCE GI National Capital Chapter’s Executive Committee and represents the Association of Builders and Contractors on Fairfax County’s Engineering Standards Review Committee.

Scott Stannard, PE, has been promoted to the Northern Regional Manager for the Mid-Atlantic subsidiary. Scott started in the Chantilly geotechnical group after graduating from the University of Maryland in 2002. He has been the Assistant Office Manager of the ECS Chantilly office since 2015 and his experience includes technical and managerial oversight of a team of over 200 engineers, geologists and technicians. His areas of expertise are geotechnical explorations and analyses, dewatering and support of excavation design, deep and shallow foundations, testing and inspection services, adjacent structure and support of excavation (SOE) instrumentation and related services on a variety of project types in the Washington, DC Metro region.

Scott is a licensed Professional Engineer in Virginia, Maryland and the District of Columbia and is certified in Construction Quality Management with the United States Army Corps of Engineers (USACE). Additionally, he serves as President of the Board of Directors of the Washington Area Council of Engineering Laboratories (WACEL).
