ECS builds Carnival’s vision from the ground up

Carnival Cruise Lines is transforming the eastern tip of Grand Bahama Island into a unique destination. Carnival’s Celebration Key is a purpose-built cruise port designed exclusively for Carnival ships, offering a resort-style experience far from the main Freeport port used by other cruise lines.

Grand Bahama Island’s remote eastern tip offered no existing infrastructure, making the quality of structural elements vital to Celebration Key’s success. ECS Group of Companies provided construction materials testing and evaluations for Carnival Cruise Line’s purpose-built resort-style cruise port across guest amenities, operational facilities and a water and wastewater treatment plant.

Challenge: Remote site, no infrastructure, no shortcuts

With no existing lab facilities on-site and international customs, immigration and work permits governing every material shipment, ECS faced the task of standing up a fully functional testing operation from scratch on a remote island — while maintaining the staffing consistency a project of this scale required.

Solution: Turning a sea container into a concrete lab

ECS shipped a sea container, brake machine and supporting equipment to the island to build a dedicated concrete lab, supporting concrete, reinforcing steel, CMU block, structural steel, framing, anchor bolt and dynamic coefficient of friction testing. A technician remained on-site for 18 months, supported by a rented condo and vehicle, while a professional engineer provided approximately three months of direct on-site continuity.

Celebration Key is Carnival’s first privately owned and operated port, aside from its private island at Half Moon Key. Unlike Half Moon, which involved renovations, Celebration Key was built from the ground up without existing infrastructure or shortcuts. The scale and complexity of the build required close coordination across international borders and a deep commitment to quality assurance. With Phase 1 finished and Phase 1B on the horizon, ECS is proud to continue its partnership with Carnival Cruise Lines.
