Third-party compliance and observations for a large-scale multifamily renovation

The Camden Apartments renovation project in Doral, Florida involved upgrades to 25 multi-family apartment buildings, totaling 260 single-family apartment units along with garages and a clubhouse. Renovations included mechanical, electrical and plumbing improvements plus minor building modifications. Each unit required a Master Building Permit and subcontractor permits for MEP work. The client brought in ECS to facilitate code compliance and streamline assessments for this large-scale, multi-unit renovation.

Challenge: Observation delays across hundreds of units

ECS provided Third-Party Code Compliance services under Florida Statute 553.791, aligning with the client’s goal of avoiding delays and maintaining construction schedules. Each unit required approximately seven evaluations, totaling an estimated 520 site visits. ECS’s involvement enabled timely permitting and assessments while reducing bottlenecks.

The primary challenge was avoiding delays in permitting and evaluations. ECS addressed this through:

  • Expedited Plan Review and assessments under Florida Statute 553.791, enabling faster turnaround than municipal building departments
  • Permit Process Efficiency: ECS submitted affidavits and documentation to the Building Official, who had 20 business days to support permits
  • Flexible Scheduling: ECS inspectors were trained across multiple trades, allowing multiple evaluations in a single visit and reducing scheduling conflicts
  • Efficient Collaboration: ECS worked closely with the Centex project team, maintaining consistent communication and responsiveness throughout the project
