A decade of environmental and CoMT for an active airport
Washington Dulles International Airport is a federally regulated facility where construction and environmental work demand strict coordination with multiple oversight agencies that don’t impede nonstop operations. ECS Group of Companies delivered environmental surveys, remediation support and construction materials testing across more than a decade of engagements for clients including Enterprise Holdings, Balfour Beatty Construction, Turner Construction Company and Baldi Management Group.
Managing concurrent scopes across an active airfield, terminal tenant spaces and large-scale infrastructure construction required continuous regulatory compliance and careful field coordination.
Challenge: Layered regulatory obligations for an active airfield
This project required simultaneous compliance with MWAA, Loudoun County, OSHA and AHERA standards across environmental, remediation and construction scopes, while coordinating access for badged personnel across multiple facilities and overnight work shifts.
Solution: ECS as the trusted multi-disciplinary services provider
ECS deployed licensed asbestos inspectors, environmental technicians and construction materials testing personnel across more than a decade of project scopes. Services included ACM and LBP surveys across multiple tenant spaces, soil sampling analyzed for total petroleum hydrocarbons (TPH) as diesel range organics (DROs) and polychlorinated biphenyls (PCBs) and an estimated 70 site visits for Tier 2 construction observation alone. Tier 2 construction observation spanning November 2023 through March 2026 remains ongoing.
