ECS Announces Q1 2024 Southwest New Hires and Promotions

CHANTILLY, VA, March 2024 – The ECS Group of Companies (ECS) is pleased to announce the following new hires and promotions for Q1 2024 in the Southwest:

Frank Munoz joined ECS in 2021 and has since served as a Business Development Manager and Assistant Branch Manager. Frank was recently promoted to Branch Manager of the San Antonio office. Frank holds a Bachelor of Business Administration in Management as well as a Master of Business Administration in Management and Operations from Texas A&M University in San Antonio. He oversees the office and is responsible for its growth. He is also responsible for financial management, marketing and getting the firm’s name known in the San Antonio market. When asked about this opportunity, Frank said, “I have been empowered to help guide a group of talented individuals with the technical expertise to improve our community and the world one project at a time.”

Wyat Grooms, PE, joins our Tulsa, OK, office as a Group Supervisor and brings more than five years of geotechnical experience to the firm. Wyat’s responsibilities include overseeing and coordinating the activities of the Tulsa team, making certain that tasks are completed efficiently and effectively and that business goals are achieved. Wyat also fosters a positive work environment, providing guidance to team members and developing the ECS name within the Tulsa and Eastern Oklahoma markets. Wyat attended the University of Oklahoma and holds a Bachelor of Science in Civil Engineering. When asked about this opportunity, Wyat said, “Being from Northeast Oklahoma, it has always been my goal to return to Tulsa and actively contribute to the community. I am passionate about establishing a strong local presence and fostering a great reputation for both myself and the team at ECS. With a dedicated team already in place, I am eager to embark on this journey, knowing that together, we can make a meaningful impact on the community I grew up in.”

Andy Wilshire, PE, joined ECS in 2017 and has since served as a Senior Geotechnical Project Manager and Geotechnical Department Manager. Andy was recently promoted to Office Manager of the Oklahoma City and Tulsa satellite office. Andy holds a Bachelor of Science in Civil Engineering from the University of Oklahoma and has more than 14 years of experience in the Oklahoma engineering and construction industry. He oversees the office operations including senior review of proposals and projects and is responsible for the recruitment, management and training of personnel. He is also responsible for financial management, marketing and business development. When asked about this opportunity, Andy said, “It’s an honor to be appointed the new leader of ECS in Oklahoma. When I started with ECS in 2017, I was employee number two and ECS was nearly unknown in the market. Fast forward to now and I’m very proud of our success. A lot can be attributed to the dedication, persistence and teamwork we provide to give our clients the best and most responsive service possible.”

Garrett Klingensmith, PE, joined ECS in 2006 and has since served as a Field Technician, Project Engineer, CMT Department Manager and Branch Manager. Garrett was recently promoted to Southwest Regional Manager of the Northern Texas and Oklahoma City markets. Garrett holds a Bachelor of Science in Civil Engineering from Georgia Tech University. In his new position, he oversees the Oklahoma City, Tulsa, Dallas and Fort Worth offices and surrounding markets. When asked about this opportunity, Garrett said, “I am grateful for the opportunity to work with some incredible ECS teams across this region, led by remarkable managers. This market is primed to continue a rapid pace of growth, which our team will no doubt capitalize on through hard work, adherence to fundamentals and unmatched service to our clients.”

Matt Robbins, PE, joined ECS in 2017 and has since served as a Senior Project Manager, Branch Manager and Principal Engineer. Matt was recently promoted to Southwest Regional Manager of Southern Texas. Matt holds a Bachelor of Science in Civil Engineering from Texas A&M University and a Master of Science in Civil Engineering from the University of Texas at San Antonio. He is responsible for building team-oriented relationships with ECS staff while overseeing the southern Texas offices of San Antonio, Houston and Austin. When asked about this opportunity, Matt said, “I am grateful for the opportunity to help ECS continue to grow within the Southern Texas region.”
