Transforming Virginia’s Capital Projects Using Turnkey Environmental Solutions

Virginia’s passenger rail expansion requires careful management of contaminated materials discovered or generated during construction. Beginning in August 2025, ECS Group of Companies provided the Virginia Passenger Rail Authority (VPRA) with turnkey environmental operations for its statewide, Transforming Rail in Virginia, capital projects. The term contract covers investigation, remediation, materials handling, transport, disposal and emergency response where contaminated soil, groundwater, past spills or underground storage tanks may affect planned work.

Challenge: Contaminated Materials Across Active Rail Projects

Planned excavation and construction can encounter contaminated soil, groundwater, underground storage tanks and evidence of past spills. ECS must characterize these materials and coordinate appropriate responses with the Virginia Passenger Rail Authority, the District Department of Energy and Environment and the Virginia Department of Environmental Quality.

Solution: 29 Borings Confirm Disposal Requirements

ECS received seven task orders for the Long Bridge North and South Project, an expansion of the existing railroad bridge to accommodate passenger rail service from Virginia to the District of Columbia. The team advanced 17 northern and 12 southern soil borings, characterized approximately 250 55-gallon drums and oversaw removal and disposal. ECS also prepared material management plans and continues to monitor excavation activities on both sides of the project.

ECS uses preliminary sampling where future excavation may encounter contaminated materials. Working with the VPRA, the team develops scopes, estimates material quantities and coordinates disposal. Available remediation measures include removal, encapsulation, stabilization and repair based on project conditions and regulatory coordination.
