Hinson Wins Industry Award

ECS is pleased to congratulate our own William “Rick” Hinson, Jr., PE, CBO, for receiving the Jack A. Proctor Meritorious Service Award from the Virginia Building and Code Officials Association (VBCOA) at their annual meeting on December 15. This prestigious award is given in honor of an individual’s exceptional service, knowledge of and interest and initiative in promoting code development in residential and commercial construction.

Mr. Hinson currently serves as Facilities Department Manager with ECS Mid-Atlantic, providing coordination, management and technical oversight of the building code consulting and plan review services for the region. He joined the firm in 2018, bringing with him decades of knowledge in Virginia Construction Code and Virginia Existing Building Code.

“Rick is well-deserving of this honor for his more than 40 years of dedicated service to the industry,” said Michael Galli, PE, D.GE, Subsidiary Regional Manager with ECS Mid-Atlantic. “He has already been instrumental in expanding ECS’ code consulting services across the Mid-Atlantic, and we look forward to seeing further growth in this area with his guidance. Congratulations, Rick!”

In addition to his position at ECS, Mr. Hinson has also served as a speaker and educator with the VBCOA, the Virginia Chapter of Structural Engineers and the Virginia Code Academy. He assisted in developing the Jack A. Proctor Virginia Building Code Academy (JPVBCA) course on the Virginia Existing Building Code and the predecessor Virginia Rehabilitation Code.

Mr. Hinson earned his Bachelor of Science in Mechanical Engineering from Virginia Polytechnic Institute and State University in Blacksburg, VA. He is certified as a Building Official and Property Maintenance Official by both the Commonwealth of Virginia and the International Code Council and is a licensed Professional Engineer in Virginia, Maryland and the District of Columbia.
