Henry L. Lucas, PE

Henry Lucas is one of the co-founders of ECS, Ltd., which was established in 1988. He has 40 years of experience in the practical application of civil engineering and geotechnical design principles. Mr. Lucas is an expert in pressuremeter analysis; retaining structure and deep foundation design, soil mechanics, problem soil sites, deep excavation evaluations, mass site grading, and rock excavation. He also has extensive experience with industrial, commercial, roadway, retail, military, and residential projects.

“Some of the most interesting and important engineering work I’ve done was when we performed Value Engineering using in-situ pressuremeter testing for the Nichols Bridge running from the Modern Wing of the Art Institute of Chicago into Millennium Park. Coordination with a dozen City of Chicago agencies was needed to perform the soil boring in a tunnel under Millennium Park on a weekend night. Using the in-situ pressuremeter data, we were able to increase the allowable soil bearing pressure by 35% for the existing drilled shafts supporting the new Millennium Park Garage, constructed only two years prior. By increasing the allowable soil bearing pressure on the shafts, we saved the owner over $700,000 by eliminating the need for foundation modifications and almost two months on the schedule.”

Brett Gitskin has 30 years of engineering experience. He is responsible for the management of ECS Midwest, LLC, including technical oversight, risk management, staff professional development, and quality control. Mr. Gitskin has extensive experience in geotechnical engineering, drill shaft design and construction; shallow foundation design and construction, pavement design, construction evaluation, and concrete evaluation. He is also familiar with forensic engineering, expert witness services and failure analysis. Mr. Gitskin has extensive experience in the application of in-situ testing; such as the pressuremeter and soil shear wave velocity testing for seismic design considerations. Mr. Gitskin also served the US Department of Justice, FHWA and Massachusetts Attorney General as a Federal Monitor a consent decree for a concrete and asphalt supplier related to defrauding federal, state and local governments for providing out of specification materials to numerous projects, including “The Big Dig”. Mr. Gitskin also serves as an adjunct lecturer for both graduate and undergraduate programs at Northwestern University.

Stephen Patt has 8 years of geotechnical engineering, materials testing, and Special Inspections experience in the greater Washington, DC area. He is President and Principal Engineer of ECS Capitol Services located in the heart of Washington, DC. Mr. Patt has managed hundreds of projects, developed field investigation programs, performed and overseen field testing, provided engineering analysis and geotechnical design with significant experience in drilled shaft foundations.  His experience also includes support of excavation, slope stability, low- to high-rise structures, retaining wall systems and residential projects.  Mr. Patt has worked in market sectors including but not limited to commercial construction, transportation and municipal projects.

Mark Zortman has over 13 years of engineering experience. He serves as President of ECS Texas and is responsible for all of the offices in the state. Mr. Zortman oversees geotechnical engineering and construction materials testing and has extensive experience as a senior project engineer for several major multi-use entertainment, retail, hospitality, and residential projects in both Texas and in the metro Washington, DC market.

Tracy Allen has over 26 years of marketing and business development experience. She manages all Corporate marketing activities for the firm. This includes managing and updating the corporate website, overseeing all corporate marketing materials (brochures, mailers, eblasts, press releases), coordinating all Corporate trade shows, managing the exhibit booth distribution for over 50 offices, coordinating all the Corporate market sector efforts of the 16-person Business Development staff, and reporting all corporate and national account marketing efforts to the Board of Directors on a quarterly basis. “I was honored to be selected as the lead geotechnical engineer on the Pentagon Phoenix project shortly after the terrorist attack on September 11, 2001. Our mission was to develop a pile load testing program in the damaged sections of the Pentagon to evaluate whether additional piles would be needed to support the heavier reconstructed building. By taking an innovative approach to performing full scale load tests in a severely damaged building, in less than 10 days working around the clock we were able to demonstrate that the existing foundations could support the higher loads, thereby eliminating the need for supplemental piles. Our work helped the Phoenix Project team meet their goal to have Pentagon staff reoccupy the reconstructed portions of the building by the one year anniversary of the attack.”

Jim Carpenter is one of the founding employees of ECS and serves as a permanent member of ECS’s Board of Directors. As a geotechnical engineer with over 30 years of experience, his areas of expertise include in-situ testing, foundation systems, ground improvement, slope stability, retaining wall design, instrumentation, forensics, and expert witness testimony.

Mr. Carpenter oversees ECS’s risk management program, which includes development of technical and management standards, compliance auditing with those standards via ECS’s internal Office Peer Review (OPR) program, oversight of ECS’s corporate safety program, managing professional liability claims, and providing technical support in legal matters. Mr. Carpenter facilitates excellence in the areas of employee professional development, management support, and corporate quality assurance.

Lorie Debo has 34 years of finance, tax, and employee benefits experience and is the Director of Human Resources. Lorie is also Secretary of the ECS, LTD Board of Directors and serves as Vice President of the ECS subsidiaries. She joined ECS in 1996 after spending 14 years in employee benefits, financial and tax services industries. Her experience in benefits helped establish a competitive benefits package for ECS employees.

Anthony “Tony” Fiorillo has more than 24 years of engineering and construction industry experience. He is responsible for the operations management of Corporate Services, including directing, planning, approving, and implementing overall corporate services strategies and personnel management. Corporate Services includes human resources, legal, risk management, accounting, accounts payable, marketing, business development, information technology, training, and national accounts.

Mr. Fiorillo is actively involved in many commercial real estate associations. He is the Past President of the Central Florida Chapter of NAIOP and is on the national Board of Directors and for the state chapter. Fiorillo is a graduate of the Florida Engineering Leadership Institute, and he serves on the Leadership Advisor Committee and the Constructed Environment Council of the Florida Engineering Society. He has been active in Commercial Real Estate for Women, American Hotel and Lodging Association, International Council of Shopping Centers, Associated Builders and Contractors, Associated General Contractors, among others.

Amber St. John has worked in the Engineering Consulting business for over 13 years. Beginning in February, 2003, Amber served as the Controller overseeing the operations of the Accounting, HR and IT departments of her previous engineering firm, Ellis & Associates. Ellis was acquired by ECS in October 2015, at which time she was given the opportunity to expand on her role in the HR world by taking on the Recruiting Manager position. Her time serving in the leadership role of Controller gave her both the business and human background to successfully execute an expanded talent acquisition program.
