ECS Baltimore Adds Geotechnical Department Manager

We are pleased to announce that Young C. Chang has joined ECS as a geotechnical department manager in our Baltimore, MD, office. With more than 25 years of experience, Chang has an extensive background in geotechnical consultations and has worked construction on more than 1,000 projects in the Midwest, California and abroad. His past projects include multiple types of high-rise structures, bridges, power plants, towers, retaining walls, embankments and soft soil improvement.

As a geotechnical department manager, Chang will be responsible for stimulating the growth of ECS’ geotechnical department by identifying new opportunities in the region, leading geotechnical engineers and project managers, overseeing geotechnical and field services projects, preparing and reviewing reports, preparing proposals for geotechnical engineering services and assisting senior staff with maintaining client contact.

Born and raised in Seoul, S. Korea, Chang received his doctorate in civil engineering from the University of Kansas, a master’s in civil engineering from Oklahoma State and a bachelor’s in civil engineering from Yonsei University in South Korea. In his free time, you can find Young reading, hiking or traveling abroad.
